On 16 July the King's Fund initiated a debate under the heading How far can market forces be used to stimulate NHS reform? The debate coincided with the launch of a report on the Windmill 2007 market simulation.
The report warns the Government that it must have the courage to see through the market reforms initiated by Tony Blair: the old system has already been desatbilised, and unless the new system is fully implemented in its place the resulting ambiguity could prove disastrous.
